A cinematographer and or director of photography is the individual responsible for creating the visual captured image of a film. Some of the visual aspect they’re responsible for are lighting, camera angles, camera choices, overall color and look. However of course they work closely with the director to help create the look and ideas that the director envisioned.
A cinematographer will read a script and work with the director to achieve the visual style they both want to achieve for the project. After they figure out what the visual style is the cinematographer typically will figure out during pre production what camera, lenses, filters to help achieve this look. From there once locations are figured out the cinematographer will typically create a lighting plan for each of the sets.
During production the cinematographer will decide lenses and angles for the each scene along with lighting.
After production is done typically the cinematographer will input how they intended the final color to look.
